Ask three firms for an energy audit quote and it's common to get three very different numbers, anywhere from a couple thousand dollars to six figures. That spread isn't random pricing, it reflects a genuine difference in what's being scoped, which is exactly why understanding the ASHRAE Standard 211 levels matters before comparing quotes at all.

Level 1, walk through audit: typically $0.05 to $0.10 per square foot, or a flat fee around $1,500 to $5,000 for a typical building. A 50,000 square foot office might run $2,500 to $5,000. Delivered in one to two weeks after a single day on site.

Level 2, energy survey and analysis: typically $0.10 to $0.30 per square foot, depending on complexity and region. A 50,000 square foot building might run $5,000 to $15,000. This is the level most compliance ordinances specify, and generally the level that offers the clearest return relative to cost for most commercial buildings.
Level 3, investment grade audit: typically $0.25 to $0.50 per square foot or more. For a 200,000 square foot complex, total cost commonly runs $50,000 to $100,000 or higher. The added cost buys calibrated simulation modeling and construction grade estimates precise enough to support major capital commitments or an energy performance contract guarantee.
What Actually Drives Cost Within Each Level
Building complexity. A straightforward office with a handful of rooftop units costs less to audit than a hospital or manufacturing facility with dozens of interacting systems, regardless of which level is chosen.
Building size. Cost per square foot tends to decrease as buildings get larger, since much of an auditor's time is fixed regardless of size, a small building often lands at the higher end of its level's per square foot range.
Data availability. A building with clean, complete utility history and an existing building management system is meaningfully cheaper to audit than one where the audit team has to reconstruct basic operating data from scratch.
Compliance requirements. Audits performed specifically to satisfy a mandatory ordinance sometimes cost more than a voluntary audit of similar scope, since they need to follow a rigid reporting template rather than a firm's own format.
Digital vs. traditional data collection. Is It Worth the Cost
A commonly cited rule of thumb is that an energy audit shouldn't cost more than roughly 10% of a building's annual utility bill, a threshold most audits, even Level 3, comfortably meet. The more useful comparison is against expected findings, Department of Energy data shows buildings implementing audit recommendations typically achieve 10% to 30% energy savings, savings that recur every year, while the audit itself is a one time cost. A Level 2 audit that identifies a five figure annual savings opportunity for a five figure audit fee tends to pay for itself within one to two years.
